Try to create a sales quote using the help directions and when I get to the F12 tender screen, (which is supposed to show the balance zero) shows a balance of the items I have populated for the quote. In addition the OK button is grayed out since RMS is looking for a payment. Again, I am trying to perform a quote not a sale. Any help would be greatly appreciated. I am wondering if I have a option not selected or something....

Firstly getting the payment screen is OK as long as it is not showing any balance to pay. Because paying eneter will close that Quote.
If it is showing a balance then you have to change your manager option. Check in Manager ==> Configuration ==> Options ==> POS Options - you will see that you have "Save tender inforation with Quotes" ticked. Please un-tick this. Press OK. and restart your POS. This should take care of it.
