I just wanted to briefly revisit this issue since we believe we found a real resolution today. We were using serial add-in cards on our Dell Optiplex computers running RMS. When we removed the add-in cards the issue disappeared.
I don't know that this will apply to everyone and this is probably a case by case issue, but I would very much recommend trying this if it is something that you're experiencing. I asked MS to theorize how the two could be related but their guess was no better than mine.
