With a touch screen monitor and the Touch Screen function keys enabled at the bottom of the screen, the Tender options appear as green buttons. Some of them, when selected will change the Tender selection in the actual Tender screen. Some of them do not work. How do we make sure that all of them work?

This happens when Tender types are deleted and new ones added. There may be other changes that can cause this, but that's the one I know of. There is a knowledgebase article that details the fix for this if you are on the support plan.
