Unable to create RMS databases in Vista.

I istalled RMS Ver2 on my laptop, which is running Vista. However I'm unable to create a dataabse in HQ Administrator.It goes through the normal steps till I get to the last part where i need to click on OK to finish and the following error comes up; Run-time error '-2147206492(80043aa4); The device 'test_hq_log' does not exist.Use sys.backup_devices to show available devices. has any one any thoughts on this?
