One time charges

is there a way to set up a one time charge in quick books 2004 so that i don't have to add it to the items list?

In order to put anything on an invoice you must setup an item. You can always setup an item called Miscellaneous with no description or billing price. When you use that item, for one-time or oddball instances, manually type in the description & billing price.

I would call the item "One Time Charge".
