One Step Update needs one update at a time

Quicken 2016 Premiere, R4. Windows 8.1 Pro, 32-bit. The way I use Quicken One Step Update: I do not let Quicken store my passwords anywhere. I bring up the One Step Update dialog and enter passwords for six financial institutions. Then I hit the button to start.

The update completes without any complaint, but no transactions are downloaded. Then I repeat the One Step Update, with only one financial institution/password entered. This causes new transactions to be downloaded. I repeat with each of the remaining five financial institutions, one at a time. Some of them also result in new transactions downloaded.

This happens more often than not. I don't know what triggers it.

I am not sure when this started. perhaps when I did the Q2015 to Q2016 upgrade.

Anyone else seeing this? Any suggestions?
