Software to Assist With Positive Pay

Does any vendor make software for Quickbooks that would:

1) Identify new checks written to a bank account every hour

2) Notify personnel of the checks by email according to some business rules

3) Contact some service with positive pay data, to automatically supply the bank with authorized checks written each day
