I am currently using 2017 Deluxe version. In it, I have a bunch of stocks. I do the one-click update and it will revise the latest stock quotes and update my portfolio. Can I do this with the starter version?

Quite a few comparisons. Don't think Starter will do what you want.
Starter editions do not support investment accounts. You can't do what you'd like with anything less than Deluxe.
