Bindcontent.exe?

As a lingering result of the problems that surface around May 9 due to certain OFX downloads, every time I click on the Q2016 icon, I first get a dialog box asking if I wish to allow Bindcontent.exe to make changes to my computer. I answer no, and the program opens, each time I am congratulated on having installed Q20165. I then have to manually choose a file to open, as opposed to previously it opened the most recently used file automatically.

While this is a minor annoyance I would like it to stop. So if I should answer "yes" to the dial change dialog box, 1) Would quicken go back to automatically opening the last opened file and 2) Would I stop getting the congratulations for installing QUicken message and 3) What other changes might occur in how Quicken behaves?

Much of this page is boilerplate and the page author's software fills in the name of the .exe file you ask about but otherwise every program comes up with mostly the same advice. But...one suggestion of uninstalling and reinstalling Quicken might be the solution. Thanks.
