Here's how I believe this works:

When the download is supplied directly by the financial institution (using Direct Connect or Web Connect), the only Quicken account type that can be downloaded to is a credit card account. Such downloads only make sense for home-equity type loans.

No financial institution can download to a Quicken loan type account.

When the download is supplied by Intuit (using Express Web Connect), the Quicken account type will be a loan account ... which can represent any real-world loan type: only Intuit can provide such downloads (with the permission of the financial institution).
