This is almost certainly not a Quicken problem: the described behavior has always been present, and it is necessary when it occurs.Show splits will be ignored when hiding splits interferes with other report customizations.
Example: subtotal by category. It is literally impossible to hide splits and provide an accurate transaction-level report that subtotals by category.
[The specific complaint about the Itemized Categories report not offering the option to "Show splits", just proves the point. It is literally impossible to create an Itemized category report while keeping split transactions closed.
