I download from USAA multiple times a week, including yesterday (05-31-21) and today (06-01-21). I download from USAA checking, savings, CD and credit card accounts. I see no problem with Quicken, or with USAA (other than the well known USAA problems that started months ago, which - to my knowledge - do NOT cause downloads to "hang").

I have downloaded using Q2020 R26.17, R33.19 and R33.22: no problem.

I have also (today) created New (test) files using R26.17 and R33.22; in both test files I set up all my USAA accounts for downloading ... experienced no problem.

I'm not sure what the original poster's problem is.

I would make sure that there are NO closed (or otherwise hidden) USAA accounts in Quicken that are still activated for downloading. If there are, they should be de-activated.

If setting up new accounts or re-activating old accounts, I would use the Add Account process (I click the + sign at the top of the Account Bar to initiate the process). Quicken will "discover" the available accounts at the financial institution and give the user the option to Add them as new Quicken accounts, or Link them to existing Quicken accounts.

I would make sure that when activating USAA accounts, only Direct Connect is selected for the Connection Method. Quicken defaults to choosing Express Web Connect, but that Connection Method does not produce good results with USAA.

Also, if you try to setup a USAA account for downloading in a Quicken file that has never had a USAA account activated, you will probably be required (by USAA) to go to a USAA web site and "Allow" USAA to provided downloads to that file.

In fact that link is not "specific" to adding accounts, the entire process will work with adding, re-activating, or just linking a download to an account never setup for downloading before.

The only place I see in the link that is specific to "adding" an account (where the article says, "Action: Select Add to Quicken if you want to add an account") need not be followed. When the Quicken account already exists (but is NOT activated for downloading), the user should select "Link", instead of "Add", in the "Action" dropdown. In my experience, using the Add Account process works more reliably then the "re-activate" process - and the Add Account process permits the user to employ the "Advanced Options" (which allow the user to select the Connection Method for the account) when Adding or Re-activating an account.]
