Quicken - OSU won't sync accounts?

So I did a full uninstall and reinstall. Now One Step Update works.

However, I did some changes at one location, did a cloud sync, then came home (to the computer that wouldn't OSU before), and no changes synced. So I went to OSU settings, and Manage accounts to sync, and everything was unchecked. So I enable the accounts, and select update accounts. I then get "Error setting up accounts for for all my bans.I get a password error -CC-503.Confirmed all passwords work - same password is used in the vault.

Any suggestions?
