That sounds like the "install this and we'll charge your credit card full retail" version Intuit has been sending out for the past number of years. It's usually much more than the end of year deals and other than changing the version to 2012 it hasn't had anything close to final forms.
Given the pathetic lack of leadship in Washington, it's hard to see how this year will be any better.
