Does anybody know of any UK car insurance company that will take my foreign (non EC) driving experience (15 years) into account? I only got my UK license a year ago so insurance quotes are very high.

Royal & SunAlliance do this. The insurance broker has accepted my non-EC driving licence. Also they have just accepted my statement that I had had no claims in my country and can not prove it as insurance was not compulsory there at the moment.

this seems somewhat peverse.
You can't prove you had a no cliams because you might not have had insurance.
But if you had no insurance you couldn't have had any claims because you had nothing to claim off.
Build up your no claims by not buying insurance

Correct. No claims, as there was no insurance to claim off, and no accidents. Both facts were taken as is and NCB was given.
Another interesting observation is that UK drivers are obliged to prove they are innocent (or othervise) -- in my home country the driving licence counterparts had been abolished by the supreme court, as the law says nobody can be compelled to testify against himself.
