First thing to try is to make sure in store ops administrator that you can connect to the local offline database. Open store ops admin \ File \ Configuration \ Offline Tab \ Test Database Connection. You shoudl get a connected succesfully. If not then there is a setup problem with your offline DB.
If you connect succesfully then try the following. Turn off the Windows Firewall on the POS machine, reboot the POS, then try and run your Zreport and sync the offline database.

Create a backup of your current databse take a copy to the register you are having problems with and create a new copy of the offline DB and setup the offline tab in the cofiguration pointing to the new offline DB.
Then 2 things to look for
1) Make sure whatever firewall you are using that you have added SQLSVR.EXE from c:\program Files\microsfot SQL\msql.1\binnSQLSVR.EXE2) Make sure that the Open Rowset is checked in the surface area configuration.
Then let us know the results
i think i'm having the same issue when i try to sych database with offline using z or blind
Where can i find this Open Rowset setting on sql express 2008
