serial number can not be created in POS

I can not create a serial number in POS even though I have the option under configuration selected. The problem we have is we just switched over to RMS and have a customer who purchased on our old system so we would like to return it in RMS but need to assign it a serial number. The message I get is "The serial number can't be returned it has not been sold." Any help would be appreciated
