Tax Issue in HQ

Hi, I have a little issue in HQ's client. It's happens that I have stores that have the tax included in the sales but others becuase is a fiscal requirement in the place they operate the sales excluded. My problem start when accounting uses the detailed sales report in the HQ. Is alittle bit messy at the moment of calculate the net sales to sort it out what stores have the sales included and what stores not. Does anybody passed for the same issue? THks a lot as usual for your time.
