2005 Basic

I am trying to install the Quicken 2005 onto a Windows 98 SE machine. It is a fresh install of Windows. I have IE 6, DX9.0c and Office 97 Installed and that is pretty much it. No Internet Access on this system. When I try to install it goes all the way through the copy file process and just when I am expecting to see Install Complete it says Installation Error. If I try to open Quicken it says that some of the Quicken files might be missing or corrupted and that I need to uninstall and reinstall Quicken. I have tried uninstalling then I search the hard drive for anything that says intuit or quicken in it and delete it. I also searched the registry for the same words and deleted them. I try to install again and exactly the same thing. I have tried running a thorough scandisk and disk defragmenter no problems. Any Ideas?
