You didn't tell us which version of Windows you are using, or which make and model computer or mouse. About all we can do is guess at what might be causing your problems.
I've never seen any report of Quicken sounds that were working and then quit, but many of us (including myself) have had to go through some steps to get Quicken sounds to work in the first place. This first started in about
2000 when we started using Windows 2000. Win2K's new security features - especially its handling of the Administrator account - caused Quicken to get installed for one user, but not the current user. The fix was to edit the Registry in Win2K (and later in WinXP) to copy the Quicken Sounds registry tree from whichever user had installed Quicken into the .Default user tree. I don't recall the details, but posts from myself and others should still be in the archives.
But since your sounds were working and then quit, your problem might be quite different. The most pertinent question probably is: what was happening just before the sounds quit working?
Your mouse problem is probably in the driver for the mouse hardware. Since you didn't mention the make and model of your mouse, all we can do is suggest that you read the manual that came with it. Better yet, visit the website for the hardware maker and look on Support or some similar page. Since the mouse works closely with your display hardware, it might help to be sure your graphics drivers are up-to-date, too.
Have you scanned your computer for spyware and viruses recently?
