AIUI, an ID card will not be given to people who are only temporary resident here, and you won't be entitled to one unless you have been here 3 months. That probably covers 90% of terrorists.
Any self respecting terrorist is simply going to tell PC plod when stopped, 'awfully sorry me old china, I'm only here as a visitor, that's why I haven't got an ID card'.
