Why did you take out the ability to have you bill & income screen from my computer

Another user more interested in whining and ranting than in getting useful responses.

The original poster left out the Quicken Edition and Release being used. Both are always important: in this case, probably essential.

Users of the Starter Edition of Quicken are, apparently, experiencing a bug that sounds like it might explain the op's experience. See:

As noted in the link, the Starter Edition has always restricted the user's ability to customize the Home tab: that limitation appears to be involved in the bug.

The Home tab appearance did change for all users with the latest Quicken release - R35.26. But (for those NOT running the Starter Edition) the addition of the new "Dashboard" View to the Home tab does NOT prevent the selection of previously available Home tab Views or widgets - including the "Bill and Income Reminders" widget.

Users can still choose what Quicken displays at Startup; and when the the Home tab is chosen, it is still possible to choose which Home tab "View" Quicken will open to. And the "Bills, Income & Transfers" widget can still be added to any Home tab View (except the new Dashboard).
