At this stage, I'm not sure anyone can give you a complete and accurate answer.
I have installed R29.9 on a test PC and I do not see the problem reported in the referenced Quicken Community discussion.
I have read the Community discussion, and I think there is too much jumping to conclusions going on.
- Correlation is not the same as causation - which too many Quicken users do not know, or do not accept, or do not care about.
- The problem description is a lot like other problem descriptions over the past months ... which, if the problem in the linked discussion is the same as those previously reported problems; means that, whatever the cause of this problem is, it is NOT the R29.9 release.
I suggest you start by reading the descriptions of the problem provided by the early posters in the discussion.
Note the recent post by one robquimby (who earlier in the discussion attempted to claim superiority by virtue of - allegedly - being a retired Software Engineer and SQA Manager" - none of which means squat. What does mean squat is what robquimby says in a subsequent post, which is: " ... Actually as it turns out the accounts that had the bad data have the downloads from the financial institution turn [sic] off .... ".
Then, I suggest you read the September 19, 2020 11:20 post by Chris_QPW. I believe that Chris' post is the most likely explanation for the problem so far ... which, if true, would not be a problem caused by R29.9.
Again: I do not experience the problem in my R29.9 installation. I also do not Sync anything in Quicken. I do have one Express Web Connect financial institution - but I do not use One Step Update to download from them.
And note that it is fairly easy to revert to a previous Quicken release, if you find problems you can not live with.
Not seeing any problem here. Installed yesterday.
