how the system encourages ID theft

Experian and other credit rating companies charge people money to check their credit history (even if a small sum). I'm sure if they were available for free say once a quarter, ID thefts would take quite a bit less time to discover...

Quite a bit less than how much?

Average: 6 months; can take over a year. And it shouldn't cost credit raters too much to let people access their data by secure server.
