My anniversary period is about to come up on my Egg card for another 5 months at 0% APR, but for the last 2/3 months, they have been actively marketing offers to me about doing balance transfers now at 1.9% a couple of months ago and now, today, at 3.9% until 1st July. Now, I'm not desperate to do any balance transfer now or actually when my anniversary period comes around in March, but I'm sure there must be plenty of desperate people falling for these "offers" and then missing out when their anniversary period comes up. I don't recall receiving any offers before the last 2/3 months.
