Cashier is not able to get to F12 Tender screen

I have a customer that is having problems every morning in register #1 (where database is at). She can log in with her password and once she is ready to make a sale and scans the item, when she presses F12 to tender the transaction, the tender screen does not appear and there is a message saying insufficient permissions. If she goes to any of her other 2 registers, she can tender fine. In Store Operations Manager, on the Cashier Properties there is nothing that prevents a cashier to not have access to the tender screen. If he manager Z-out, then the tender screen becomes available to her.

Anybody has an idea why this is happening? WHy is it happening in register

1 only where the database resides?
