Debit Cards and Vital

I need to help this client process Debit Cards. We are getting an error that says

Status: FAILED Approval: 19: RE ENTER

We have changed the settings again and again. Are we required to use a specific processing company?

We are using Citi/FDMS over Vital and were told its not cost effective for

them to let us process debit cards over Vital.

you should also know the bank has to "energize" or activate PIN pads before

they will work with anyones gateway.

Citi/FDMS owns their own gateway so they only let customers process debit

through their gateway - Nashville which I believe RMS 2.0 supports.
