Our boss have 1 store and 1 wharehouse and they locate different address... usually he work in wharehouse for inventory management but we installed Retail Management system in our store. So he has a pain in sychronizing inventory... To synchronize inventory in both store and wharehouse, we hope use Store Operation Manager in our wharehouse... but we have only one dongles... How it is possible use Store Operation Manager in wharehouse and POS in store?

The dongle user license is only for POS program, not Manager. Basically you are license to have only one POS Program open at a time.
You could just set up both locations with static IP, then set up VPN to hook the two locations up with the actual database at the warehouse, and having offline database at the store in case your net connection stopped working. Though I don't see this to be very reliable....
