I've been using RMS for 3 years now. I just upgraded the OS to XP Pro and the log in takes about a minute for POS. Is it the OS or is it the database? I have 1GB RAM. RMS is 1.2 version.

Shouldn't be the OS. I'm running XP Pro since installing 1.3 and it takes a few seconds to load to the login screen but runs fine thereafter. No where near a minute to load.
What about software firewalls and virus scanners? Are you running any on this machine? If so disable them and try it to see if it makes a difference. I had to test various virus scanners to find one that didn't slow down the system too much. The active protections on a lot of them can do an in-depth scan on each application when it opens. Kasperky and Nod32 are two of the best VS you can buy, but both of them caused major slowdowns on my test machine here. If it's doing this every time you open it then there is a possibility it could be the virus scanner or firewall. If it's sporadic then there is less likelyhood this could be the case.
