We are running RMS 2.0. and we are using PC Charge for credit, debit and check processing. We have five registers, four of them are working ok; on one register, though, we are unable to process debit transactions. We get an error "PC Charge debit configuration information missing".

Verifone has a add-on to corretly configure the debit settings. But still there are questions.
Does each lane have a server version or is there one server and 4-5 clients?
Have you called Verifone to see what they say?
Did your processor provide the software? and are they able to support it for you?
I am personally Anti Pccharge because of problems I have seen with it.
Be aware that you CANNOT do returns to a debit card through PcCharge and have it correctly work(specially if your processor doesnt support debit returns) have all debit returns as credit.
Watch your transactions with pccharge When I used it I have problems with it not capturing the approval code. Think of the nightmare on settling.
OK I am venting a bit, but make sure the pccharge is configured correctly.
Oh yah one more thing, make sure if each lane is set for server that they dont have the same terminal number, thats bad news.
