It sounds like you are using an EPSON printer with the Windows driver and a receipt that has the cashdrawer kick code built in or you have the properties of the printer set to pop the cash drawer on every print. If this is correct then the property in the Tender Types does not do anything as that is for use with OPOS. You will need a receipt custom made that only pops on certain tenders.
Somebody may have already developed a solution for your situation and may be willing to share it with otherwise contact your reseller and see what they can come up with.

Now that I think about it, I guess you could turn off the drawer pop in the driver and embed it in the receipt based on tender type.
